If al-Qaida or another terrorist group gained control of one or more Russian suitcase nuclear weapons, they could be smuggled into the U.S. by small boat or overland from Mexico or Canada. Rohypnol is illegal in the United States. So, how does it get in the country The answer is smugglers. Since the pills are very small, Rohypnol tablets can easily be smuggled through the mail, in luggage, or on airplanes. Rohypnol is also easily available from pharmacies in Mexico, and smugglers often hide the drug in cars as they cross the border from Mexico to the United States. 

Lipitor recall in Spring 2003—millions of fake pills were smuggled into the United States from abroad. The Lipitor case highlights the problem of increasing and increasingly sophisticated counterfeit drugs. 

There has always been a need to detect the presence of threats. The classical threats from smuggled weapons and poisons remain, but new threats from explosives as well as from chemical and biological agents must also be considered. Threat must be defined rather broadly, to include both immediate threats, for example, a bomb on an airplane, and longer term threats, for example, smuggled drugs. To prevent explosions requires the detection of bombs, bomb makers, and bomb placers. 

A general issue is the need to design detectors against a specific set of threat scenarios or target materials. It is important not to be driven by the technology but to address the operational requirement by whatever means is most effective. An explosives trace detector is unlikely to be the right solution if the threat is from smuggled knives. 

Chlorofluorocarbons (CFCs) come in many forms, including those used as propellants for spray cans and for refrigeration (freon). They were banned as being potentially harmful to the ozone layer of the atmosphere. In 1987 an international agreement was signed by about 90 nations to reduce the use of CFCs by 50% by the year 2000. This did not seem adequate, so in 1990 a new treaty called for the elimination of the use of all CFCs by industrial nations. Some third world countries (e.g., China, India, Russia, and Mexico) still make and sell CFCs, some of which are smuggled into the United States. 

The Board is pleased to note that, during 2004, two additional countries, Serbia and Montenegro and Turkmenistan, joined the operation. Their participation is considered very important.
