Testing programs should include the establishment of scientifically sound and appropriate specifications, standards, sampling plans, and test procedures designed to assure that components, containers, closures, in-process materials, labeling, and finished excipients conform to established standards. 

Once you have developed the program plan and schedule, and estimated resource requirements, you should organize this information in a manageable form for presentation to your PSM sponsor. If you have kept management informed about your progress you should have a clear idea of what is expected in terms of form, content, and level of detail. A sample table of contents for a project plan appears as Figure 5-12, and Figures 5-13 and 5.14 provide additional detail on selected portions of the plan. 

Reactor experiments must be elaborated to fulfill the specific objective of the study. In addition to the experimental setup, a carefully considered program for sampling, handling and analysis is required. A laboratory reactor experiment needs a lot of planning—and also typically experience—to be successful.

Routine or field laboratories involved in the ANP are controlled in each Member State by at least one National Reference Laboratory (NRL) designated by the National Government (51, 52). National Laboratories are in turn responsible for the standards maintained in any other laboratories in their own country that are involved in the National Sampling Plan program. National Reference laboratories coordinate standards and methods of analysis for each group of residues, and may undertake work on all or limited classes of the veterinary drug areas listed in Directive 86/469/EEC. 

For a site activity under the purview of the Removal Program, the On-Scene Coordinator (OSC) has the responsibility of preparing the site-specific Sampling QA/QC Plan.
