Safety, road constituency

We have written not (so much) for the traffic safety professional but primarily for the intelligent layman— for that surprisingly large proportion of the population who have been touched by the road toll (Figure 1.1), for road crash victim support groups, and for media editors and transport and public health reporters. These are the people who will help to catalyse the creation of a vibrant and vocal constituency for traffic safety. 

Climate of safety—Changing the climate around road use to resolve the dilemma of the commons will be vital if a constituency is to build.
