The final steps in the health and safety management control cycle are auditing and performance review. Organizations need to be able to reinforce, maintain and develop the ability to reduce risks. The feedback loop produced by this final stage in the process enables them to do this and to ensure continuing effectiveness of the health and safety management system. 

All chemical companies will have a person, or group of people, depending on their size, directly responsible for health, safety and environment (HSE) and for regulatory affairs. All model HSE management systems consist of a Plan, Do, Check and Review cycle as illustrated in Figure B13 [B-20]. The Check and Review stages enable any necessary corrective actions to be taken.

The comprehensive review process will involve the auditor looking at carrier s safety management and processes, as well as looking for violations. The auditor will be using the Safety Management Cycle (below) and will attempt to locate where the company has a system failme that is allowing the violations to occur. 

In a course entitled System Safety Management, the University of Washington offers an in-depth review of the management tasks appropriate for each phase of a system s life cycle, including the various life cycle phases of military and nonmilitary systems and facilities, and an overview of the analytical and mathematical theory necessary to perform system safety engineering tasks.
