Safety climate Environment emphasises safety I would feel safe being treated here as a patient. 

This research was conducted within RAND Infrastructure, Safety, and Environment (ISE), a unit of the RAND Corporation. The mission of ISE is to improve the development, operation, use, and protection of society s essential built and natural assets, and to enhance the related social assets of safety and security of individuals in transit and in their workplaces and communities. The ISE research portfolio encompasses research and analysis on a broad range of policy areas including homeland security, criminal justice, public safety, occupational safety, the environment, energy, natural resources, climate, agriculture, economic development, transportation, information and telecommunications technologies, space exploration, and other aspects of science and technology policy. 

The practice of universal precautions is Federal Law in the United States, and it is the responsibility of every employer or institution that healthcare workers have the resources and training necessary to adhere to these safety precautions.Additionally, support for continued practice of universal precautions needs to come from all levels of administration. Observations by Gershon et al. indicate that one of the strongest correlates with compliance is the institutional safety climate.This implies that if healthcare workers perceive their work environment to be conducive to practicing universal precautions, then they will be more likely to do so. 

Organizations vary considerably in terms of how they manage safety. Thus, the expectations of management safety behavior formed from one workplace may have little basis in reality in another workplace. At this point, it is also worth noting the vast literature on safety culture and safety climate. Safety culture stems from the organization and is the top-down safety values, beliefs, and norms, while safety climate is more accurately defined as the employee s perceptions of how various aspects of the working environment impact on their safety (see Bjerkan 2010, for a...

Safety climate can be defined as a snapshot" of employees perceptions of the current environment or prevailing conditions which impact upon safety and is viewed as a temporary state that is subject to change depending on current circumstance.

Safety climate surveys are well embedded as measures of safety culture in industry and have also been translated and applied in healthcare (Abdullah et al. 2009 Cox and Cheyne 2000 Cox and Cox 1991 Coyle et al. 1995 Flin et al. 2006 Helmreich arid Merritt 1998 Meams et al. 1998, 2003 Modak et al. 2007 Nieva and Sorra 2003 Smits et al. 2008 Sorra and Nieva 2004). Safety climate is regarded as the surface features of the underlying safety culture (Flin et al. 2000). Surveys typically assess workforce perceptions of procedures and behaviours in the work environment that indicate the priority given to safety.

There are additional safety metrics techniques that can be used to assess the safety climate in an organization in terms of the organization s management, employees, and environment. The environment includes the physical environment, the equipment, and the interfaces between the workers and the work environment. Each area provides the safety professional with additional information to determine if the safety performance in the organization is at an acceptable level. 

For a safety program to be effective, the safety climate needs to be supportive of the program. The safety climate includes management, workers, the physical equipment in the workplace, and the interfaces between the people and the environment. Perception surveys can be used to assess the status of the safety climate in the workplace. Key areas that perception surveys can assess include management support for safety and employees attitudes and beliefs about safety. Environmental conditions and interfaces between equipment and workers can be assessed using various system safety techniques. Examples of system safety techniques include root cause analysis and failure modes and effects analysis. 

A safety climate questionnaire was circulated throughout the factory to gain views on a variety of aspects associated with safety culture and the working environment. The survey produced a 70 per cent response rate and the results helped to guide and structure the implementation of this initiative. 

The confluence of crises of the late 2000s left most citizens deeply concerned for the economic and physical security of their families and their country. The Great Recession spawned by the financial meltdown of 2007-08 put millions of Americans out of work, and millions more in fear of losing their jobs, their pensions, and their health benefits. At the same time, the Deepwater Horizon spill, the Upper Big Branch mining disaster, the recalls of millions of toxic toys, and the dire predictions of climate scientists made ordinary citizens fearful for their health, safety, and environment. These powerful demonstrations of the failure of laissez faire minimalism can provide the grist for an easily accessible and compelling narrative about the necessity of maintaining robust institutions of responsibility and accountability in a modern political economy.
