Safety and environmental information

MSDS summarizes all of the important health, safety, and environmental information about a substance. A version of this standard also appHes to laboratories, including research and development faciUties, and requires the development of a laboratory hygiene plan.

Safety and environmental information is needed to provide a basis for implementation of further program components such as operating procedures and hazards analysis. Specific guidelines as to what information is needed are contained in API RP 141. 

The management program should include written facility operating procedures. These procedures should provide ample instruction for sound operation and be consistent with the safety and environmental information, Procedures should be reviewed and updated periodically to reflect current process operating practices. Procedures provide the means for education of new employees about the process and provide education to all employees on new equipment and practices. 

These have underpinned international attempts at coordination. A difficulty has been that certain companies bear the burden of producing the data and have a commercial interest in sharing this data only if they are compensated. At the same time, there is a strong public interest in essential health, safety and environmental information being accessible. 

A product-specific material safety data sheet (MSDS) is prepared for each product that has been formulated for a customer. Any time a change in the formula or an ingredient substitution is made in that product, a new update of the MSDS information is performed. In addition, the customer is notified that the original product has changed and the new MSDS is the document that should be consulted for product health, safety, and environmental information. The most current product MSDS then accompanies each shipment of product from the manufacturing facility.

Safety and environmental information Based on available information, it seems apparent that information to do with this non-event was available in a timely manner, and that the information was transmitted to senior management quickly. Hence, the incident could be controlled before it got out of hand. 

Management should consider the establishment of procedures for both internal and external communication of safety and environmental information. 

The scope of the Safety and Environmental Information element is broader than the title indicates. Virtually all technical information, including piping and instmment diagrams (P IDs) and equipment data sheets, are incorporated into this element since these documents provide the basis for safety and environmental information.
