Sometimes these decisions are based on some type of quantitative risk analysis, and they provide some guidance on society s expectations with regard to risk management. In some cases these decisions will also include some kind of cost-benefit analysis. The current political climate in the United States may encourage more extensive use of risk analysis in the establishment of future regulations. 

U.S. EPA s recommendations regarding stack emission tests, which may be performed at hazardous waste combustion facilities for the purpose of supporting MACT standards and multipathway, site-specific risk assessments, where such a risk assessment has been determined to be necessary by the permit authority, can be found in the U.S. EPA document on Risk Burn Guidance for Hazardous Waste Combustion Facilities.32 The applicability of the new standards has been demonstrated in the management of hazardous waste incinerators, whose performance was shown to clearly surpass the regulatory requirements in all tested areas.33... 

Where complete containment is impractical, exhaust ventilation (preferably to a scrubber) can limit or eliminate exposure to toxic materials. The exhaust ventilation rate (velocity or volumetric rate) may be calculable for volatile liquids from spill size and vapor pressure (U.S. Environmental Protection Agency, Risk Management Program Guidance for Offsite Consequence Analysis, Appendix D, Equation D-l, 1999), but tests to determine concentrations in air usually would be needed for dusty processes and fugitive releases of gases. 

However the latest thinking provided by the United States Food and Drug Administration (FDA) in the Guidance for Industry for Quality Risk Management suggests that all qualification activities for analytical instruments should be performed using a risk-based approach.

A strategy for fire protection is only one part of an overall framework of guidance to allow consistent, methodical evaluation and management of hazards and risk. There are many ways to approach risk management however a strategy and procedures for fire protection must be established and followed. 

The aim of the guidance value is to provide quantitative information from risk assessment to the risk managers to enable them to make decisions. (See also reference dose.)... 

The US-EPA s Risk Characterization Handbook (US-EPA 2000) was developed to implement the Risk Characterization Policy. This Handbook provides a single, centralized body of risk characterization implementation guidance for the US-EPA s risk assessors and risk managers to help make the risk characterization process Transparent and the risk characterization products. Clear, Consistent, and Reasonable (TCCR). TCCR became the underlying principle for a good risk characterization. The Handbook has two parts.
