Risk management environmental programs

The OSHA standard is required by the Clean Air Aet Amendments, as is the Environmental Proteetion Ageney s Risk Management Plan, whieh was proposed in 1992. Employers who merge the two sets of requirements into their proeess safety management program will better assure full eomplianee with eaeh as well as enhanee their relationship with the loeal eommunity.

Section 2.7 reviews the details of the U.S. Environmental Protection Agency s (USEPA s) Risk Management Program while Section 2.8 provides information on the Occupational Health and Safety Administration (OSHA). The chapter continues with a short Section (2.9) on potential environmental violations and then concludes with a Section (2.10) on tlic Pollution Prevention Act of 1990.

Where complete containment is impractical, exhaust ventilation (preferably to a scrubber) can limit or eliminate exposure to toxic materials. The exhaust ventilation rate (velocity or volumetric rate) may be calculable for volatile liquids from spill size and vapor pressure (U.S. Environmental Protection Agency, Risk Management Program Guidance for Offsite Consequence Analysis, Appendix D, Equation D-l, 1999), but tests to determine concentrations in air usually would be needed for dusty processes and fugitive releases of gases.

The Army has programs for risk management, safety, and occupational and environmental health in place at its chemical stockpile disposal sites. The recommendations set forth below are provided with the committee s expectation that if they are carried out, workers employed in closure operations will be less likely to encounter the posited risks. 

Dr. Gold has served on the Panel of Expert Reviewers for the National Toxicology Program and on the boards of the Harvard Center for Risk Analysis and the Annapolis Center she was a member of the Harvard Risk Management Group and is at present a member of the Advisory Committee to the Director, National Center for Environmental Health, Centers for Disease Control and Prevention (CDC). She is among the most frequently cited scientists in her field and was awarded the Annapolis Center Prize for risk communication.
