Creating restricted substances lists (RSLs or X-Lists)... 

This chapter will give an overview of recent international trends and initiatives regarding chemicals in leather and articles containing leather. That includes the identification of chemicals in the produced leather that are common on restricted substance lists and present ongoing recent initiatives to control the impact from these chemicals including both legislative measures and initiatives from customers such as international brands or purchasing sectors and different eco-labels. 

There are several initiatives and actions in order to control and stimulate a more efficient chemical management in the tanning sector. The main incentives are environmental legislations and customer requirements. The customer requirement can be expressed as either eco-labels or restriction substance lists (RSL) of chemicals in the products developed by major brands or several industrial groups. 

There are basically two stakeholder groups involved in the development of criteria for leather products or development of restricted substance lists. These stakeholder groups are legislators (national regulations and laws and international... 

The use of NPE is highly restricted in the EU but can still be found in leather products imported from outside the EU. However, most eco-labels and restricted substance lists restrict the use of NPE in the leather production. 

The first step most companies and industries take on the path to cradle-to-cradle is to identify and move away from substances that are widely recognized as harmful. A number of companies have developed Restricted Substances Lists based both on regulatory requirements and design ideals to support their designers and purchasers in this commitment. This approach has resounding impacts up and down the supply chain.

Polymer resins tosylamide/formaldehyde resin, alkyd resins, acrylics, vinyls, polyesters, aryl-alkylsulfonyl urethanes, glyceryl tribenzoate, and tosylamide epoxy resin. These improve adhesion and gloss. Tosylamide/formaldehyde resin is the official name for toluene sulfonamide formaldehyde resin (TSFR), used in labelling cosmetics. In California, toluene is a restricted substance listed in that state s Proposition 65, and this may have prompted the official name change (Schlossman and Wimmer 1992). 

Since 1999, PUMA has woiiced intensively with its suppliers to ensure compliance to our Restricted Substances List (RSL) which is regularly updated to reflect new scientific developments. As part of these efforts, PUMA eliminated PVC from its entire product range as early as 2003. PUMA also collaborated with Greenpeace on Chemicals Management in 2005 as part of the Cleaning up our Chemical Homes campaign. 

LEVIS was the first company in our industry to establish a restricted substances list (RSL) identifying the chemicals they will not allow to be used in their products or in the production process due to their potential impact on consumers, workers and the environment. 

The American Apparel Footwear Association (AAFA) recently pubhshed the eleventh edition of the AAFA Restricted Substances List (RSL), covering apparel, footwear, travel goods, home textiles, and other fashion accessories. The updated RSL was released ahead of AAFA s International Product Safety and Environmental Compliance Conference in Dhaka, Bangladesh, slated for December 5,2012. The list, which has become a go-to industry resource, together with a growing set of other chemical management tools. 

As the US apparel and footwear industry continues to confront challenges posed by state, federal, and international chemical management and product safety requirements, the AAFA Restricted Substances List is just one of several tools AAFA offers to provide greater clarity, said AAFA President and CEO Kevin M.
