The individual U.S. states have always been entitled to issue their own regulation, as long as there is no contradiction with the federal legislation, which is normally nonexistent. Thus, California has long had regulation for the fire performance of upholstered furniture and mattresses, based on the requirements developed at the California Bureau of Home Furnishings and Thermal Insulation (CBHF), and this has occasionally been emulated by some other states. [Pg.589]
