BART was the first wholly new mass transit system built in the US since Philadelphia completed its subway 60 years earlier (Whitt, 1982). Bechtel and the BAC first lobbied for the creation of BART in 1949. It then initiated the establishment of the BART commission in 1951, which undertook the preliminary study (Hall, 1982). In 1953 a preliminary report on BART was presented to the California Legislature urging that mass transit was needed in Bay Area, and that subway builder Parsons Brinckerhoff, Hall, and MacDonald (PBHM) be hired to consult on rail transit. In 1959 Bechtel was hired by the BART district along with PBHM, and the smaller local Tudor construction company, which combined came to be known as (PBTB). Upon completion of the study, Stephen Bechtel, son of Warren Bechtel and now head of the company, steered the BAC in a political campaign to get public bonds for BART.
