Prospective Processes. There has been much effort invested in examining routes to acetic acid by olefin oxidation or from ethylene, butenes, or j -butyl acetate. No product from these sources is known to have reached the world market the cost of the raw materials is generally prohibitive. 

Shale Oil. In the United States, shale oil, or oil derivable from oil shale, represents the largest potential source of Hquid hydrocarbons that can be readily processed to fuel Hquids similar to those derived from natural petroleum. Some countries produce Hquid fuels from oil shale. There is no such industry in the United States although more than 50 companies were producing oil from coal and shale in the United States in 1860 (152,153), and after the oil embargo of 1973 several companies reactivated shale-oil process development programs (154,155). Petroleum supply and price stabiHty has since severely curtailed shale oil development. In addition, complex environmental issues (156) further prohibit demonstration of commercial designs.

Offsets Policy Offsets were EPAs first application of the concept that one source could meet its environmental protection obligations by getting another source to assume additional control actions. In nonattainment areas, pollution from a proposed new source, even one that controls its emissions to the lowest possible level, would aggravate existing violations of ambient air-quahty standards and trigger the statutory prohibition. Area sources of either a selected chemical or a precursor present a common problem for modeling. In particular, the rich and complex patterns of hydrocarbon emissions from general urban and industrial sources either include or might produce through atmospheric photochemical reactions some of the species on the analysis list. The treatment of such species in photochemical airshed modeling is difficult (8, 9). The effort required for any one such exercise is substantial, and the effort required for a comprehensive analysis of all urban regions relevant to this program would be prohibitive.
