Production responsibilities, plant engineers

Perhaps the most important role of the plant engineer is process optimization. This function has the sole responsibility for improving the reliability and performance of production and auxiliary systems. 

In any case, the plant engineer has a responsibility to keep careful account of all the costs incurred, which may be recoverable in whole or part under the policy, and submit appropriate invoices to the insurer. He also has an obligation to minimize these costs insofar as this is reasonably compatible with achieving his objective, which will be to restore normal production. The insurer may have access to sources of replacement plant items or to specialist repairers of whom the plant engineer is not aware, and advice on these matters is part of the service provided by the insurer. 

Prime responsibility for production is organizationally separated from prime responsibility for nuclear safety. Prime responsibility for nuclear safety is vested in the Research and Engineering S ction of IPD which does not have production responsibility. This organization establishes process limits designed to assure nuclear safety and conservation of the reactor plant life. After nanagerie. review and acceptance these process limits become mandatory upon operational personnel. 

The quantities in Table 1-1 have only qualitative significance. Capacity means the approximate production of that product in a single, large, modem, competitive plant that would be operated by a major oil, chemical, food, or pharmaceutical company. However, the table indicates the wide spread between prices and costs of different chemicals, from gasoline to insulin, that chemical engineers are responsible for making. There is a tradeoff...
