Private Agencies Cooperating

A well planned public health program is needed for the safe exploitation of agricultural chemicals. This should embody research on toxicity, cooperation of public and private agencies for exchange of information and promulgation of control measures, labeling of economic poisons, adequate inspection, and education in occupational and consumer health. 

Promotion of technologiccil development, research and human resource development in the pharmaceutical field are also the essential roles and responsibilities of the Thai FDA. The Thai FDA has used all the possible means, including the implementation of the Codes of GMP to upgrade the local pharmaceuticcd industries to international levels. Research activities and technology transfer in the pharmaceutical industries are encouraged and supported, particularly in close collaboration and cooperation with universities cind concerned private agencies in order to meet the international norm. 

Cooperation of Private and Public Agencies. The federal, state, and local public health agencies, the agricultural agencies, and the chemical manufacturers and distributors should maintain a close liaison for the exchange of information and the prompt promulgation of public education and control measures. 

The development of clear and detailed guidelines ahead of time is the best way to prepare for these kinds of situations (see Figure 7.2). Whether it involves public agencies, such as police, fire, health departments, or private institutions like hospitals, once such rules have been developed, they should be discussed with representatives of news organizations in cities, counties, and perhaps even states before an emergency occurs and issues about media access arise. Whereas the establishment of rules with input from the media may not necessarily prevent clashes during emergencies, these sorts of preparations do increase the chance for cooperation in the face of serious crises. 

The information dissemination programs which I have just discussed are aimed primarily at the private sector. However, in the public sector, we have a different situation. Here our efforts are directed to demonstrating that aerospace technology can be useful in solving recognized public oriented problems in areas such as health, transportation, public safety, environment and so on. Since the primary beneficiaries of these projects are basically the public-at-large and not private industry, we work with other federal agencies on a cooperative basis. 

We could find nothing in the literature that offered effective ways to remove EDB. Research was done under contract with a private firm in cooperation with the U.S. Environmental Protection Agency to determine the best way to remove the material from the water. This research indicated that activated carbon was the most effective technique. 

Investor Owned Utility (lOU) - A utility owned by stockholders or other Investors sometimes referred to as a private utility, in contrast to a public utility that is owned by a government agency or cooperative.
