The maintenance of safety installations is not only primarily preventive, but is also based on a correct representation of system philosophy. Some preventive maintenance interventions are actions normally considered remedial because they are undertaken on latent defects, not on failures. These actions are preventive in the sense that they must be done even if the defects have no effect. As well as reducing the likelihood of a second defect, this prevention has an unnamed function, which is to avoid the establishment of a habitual offence . Indeed, there is risk in allowing smooth functioning with persistent, non-serious defects.
