PLANT OPERATION MANAGEMENT PROGRAMMES

The areas to be covered by various management programmes for the safe operation of plant should include, but are not limited to, the following  

These programmes should be addressed to administrative as well as technical aspects of plant operation and should cover aU related activities. Due consideration should also be given to quality assurance requiranents as stated in Ref. [8] (in particular. Safety Guide Q13). 

The relevant parts of these programmes should be documented and should be available sufficiently in advance to allow the corresponding activities to be reviewed and assessed by plant staff prior to implanentation. 

These programmes should take account of the management of ageing and decommissioning and therefore should include any requirements that may facilitate the planning of this activity.

The objective of the review is to determine whether ageing in a nuclear power plant is being effectively managed so that required safety functions are maintained, and whether an effective ageing management programme is in place for future plant operation. 

There are implicit recommendations by the regulatory body to carry out PSA for all new and operating plants in Korea. The PSAs are performed to identify plant specific vulnerabilities to severe accidents and to seek cost beneficial improvements. We have already completed Level 1 PSA for four of our eleven operating plants, and Level 2 PSA in process including accident management programme for seven new plants. IPE will be applied to the remaining five plants in operation. 

This Safety Guide was prepared under the IAEA programme for safety standards for nuclear power plants. The present publication is a revision of the IAEA Safety Guide on Management of Nuclear Power Plants for Safe Operation issued in 1984. It supplements Section 2 of the Safety Requirements publication on Safety of Nuclear Power Plants Operation [1]. 

Certain services and facilities that are complementary to the functions for the direct operation of the nuclear power plant should be provided for the effective implementation of the management programmes and for ensuring safe operation of the plant. These are called supporting functions . The services are the expertise and assistance made available to the plant management to support the operation of the nuclear power plant. The facilities are the equipment and systems necessary for these services. 

The plants have been installed in farms which differ in size, type of animals bred and management they are of C.S.T.R. type with different mixing and heating systems. They have been in operation since early 1983. An experimental plug-flow plant on a dairy farm has been brought out and used within the programme. 

The French fast reactor prototype Phenix, located at Marcoule in the Card department, was put into commercial operation in 1974. The total time of power operation of the plant is approximately 100 000 hours. The initial objective of Fast Breeder Reactor demonstration has been achieved. Since the mid-nineties, the role of the reactor as an irradiation facility has been enqjhasized, particularly in support of the CEA s transmutation R D programme in the context of the 30 December 1991 French law on long-lived radioactive waste management. This new objective has required the extension of the planned reactor lifetime. A renovation programme was defined based on ... 

Written procedures alone are not sufficient to achieve the performance required from operators and managers. A formal training programme, designed to meet the needs of the various levels of staff involved, should be used to ensure a satisfactory knowledge of the plant and process.
