PHARE Programme

The rise in cross-border drug trafficking, money laundering and diversion of precursors since the early 1990s has led to an increased emphasis on law enforcement in the CEECs. Controls over the supply of illicit drugs have been strengthened with the support of the EU s Phare programme. 

The National Air Quality Network, subordinated to MWFEP, is one of the subsystems of the National Environmental Monitoring System. It is developed according to the Master Plan elaborated within the PHARE Programme. 

All countries were covered by the EC PHARE programme. The studies, projects and reviews were mainly orientated towards air quality monitoring networks. 

The PHARE Programme is a European Community initiative to help the countries of central Europe and the Baltic states to join the European Union in the near future (Table 23-11). 

The PHARE Programme is an initiative financed by the European Union to assist the apphcant countries of Central and Eastern Europe in their preparations for joining the European Union (Table 23.11). 

However, given the phasing out of Delegations in the new Member States and their replacement by smaller Representations, since May 2004 the new Member States must take over the fuU responsibility for the management of the Phare programme through a process of extended Decentralization. 

Regarding PSA studies, in 1993 Mochovce made efforts to include the level 1-PSA study in the PHARE Programme. This study has to be used as a reference study for the WWER 440/213 type reactor for the purpose of harmonizing a methodology and to reach a high level of art of the PSA studies for this type of NPP. 

Demand-reduction activities have been developed in all CEECs with the active support of international organisations and programmes including the EU Phare technical assistance to drug demand reduction project, the Pompidou Group of the Council of Europe, the World Health Organisation and ESPAD. 

Regarding collaboration with Cratral Europe and CIS, the EC went on in 1995 with their assistance and cooperation Programmes PHARE and TACIS, which include also Fast Reactor research and development activities. 

Analysis of bubbler condenser containment in NPP Dukovany is conducted within PHARE-93 programme, point 4.2.8. An IAEA mission took place in May 1996 to conduct a plant specific review like in Bohunice NPP.
