In a petition of January 1648, the typical Leveller demand for the abolition of tithes without compensation to those who had a right to them was absent. EPA has 45 days to review each permit and to object to permits that violate the CAAA. A petition against a restriction requirement is granted as an administrative action as opposed to a right of appeal, which relates to substantive actions. The difference is that a petition will be reviewed as an administrative manner by a group director or supervisor. Applicants will typically argue die merits of die restriction requirement at die time they make their election.
