The technical service function acts as the interface between the user and the research and manufacturing arms of the suppHer for many firms. A consequence of this is that the technical service function can act as a conduit of information between the customer and personnel involved in the development process. 

The design basis includes the process requirements specification and the safety requirements specification. The process requirements specification is typically developed by process engineering, with input from operations personnel. The process requirements are provided to the instrumentation, electrical, or controls systems personnel to develop the safety requirements specification with input from operations and maintenance personnel.

This texts authors personal chemical plant experiences include training needs checklists for both new salaried and new chemical process operators. These checklists include an entire array of personnel safety, process safety, and Department ofTransportation and environmental stewardship focus points. Unfortunately, unauthorized and inept changes can ruin products, equipment, reputations, and more, so MOC refresher training must be conducted more frequently. A yearly refresher course on MOC is a condition of employment. I am familiar with a course that is a locally developed, computer-based training module. 

The three primary considerations to be addressed during an effective technology transfer are the plan, the persons involved, and the process. A plan must be devised to organize the personnel and the process steps. Once prepared, the plan must be communicated to the involved parties in research, at the corporate level, and at the production site. The success of any program is highly dependent on the effectiveness of the communication preceding its implementation. Therefore, identifying the parties involved in the development process is one of the most important tasks to be confronted and must be completed early in the transfer process. 

Instrument company applications personnel should be consulted early in the method development process for assistance with the identification of suitable equipment. It is also a good idea to research the repair track record of the company being considering as a supplier. An instrument is worthless if not working nearly 100% of the time. Ml instruments break...
