The start-point for electrical design is the electric motor and other consumers list. This list is typically drawn up by process and mechanical engineers involved in the selection of the driven equipment. The electrical engineer needs to probe this data and understand how it was drawn up, with special reference to the expected load factors (namely, ratio of actual kW or kVA to the value used as design basis). PM programs require the equipment to be shut down at regular intervals and inspected for wear, cleanliness, and conformance to assembly and performance tolerances. PM programs should detect small flaws before they grow into equipment problems, which interfere with operation of the unit. The method can be satisfactory but can be expensive... 

We need to understand the profit-consuming fact that many smart value-added employees have long had the tools and equipment for better productivity available to them. The institutionalized work preparation division has just not been aware of it. Unfortunately, these employees only use them to reach the level of performance "tolerated by the conpany.
