Available calculated ab initio quantum-chemical data are not sufficient for a purely ab initio calculation of the rates of all participating processes. Therefore, a model approach is desirable that incorporates the available quantum-chemical data and depends on a small set of physically reasonable parameters. The model must describe the competing processes of adsorption, desorption, chemical transformations, and energy relaxation into the bulk. A possible model of this type will be described below.

Public participation is vital to development of accountable solutions to environmental health problems because nonexperts see problems, issues, and solutions that experts miss, reflect sensitivity to social and political values and common sense not included in expert models. Broader public participation processes may increase the quality, legitimacy and accountability of complex decisions. 

These recent reports of the effects of doping on decompositions contribute relatively little to the understanding of the mechanisms of the reactions investigated. The presenee of the additive significantly complicates behaviour and unless sufficient evidence concerning the chemistry of all participating processes is obtained, the steps controlling reaction cannot be reliably characterized.

Once the stakeholder participation process is established and the activity is defined, the next step is analyzing the risks of that activity. The steps involved in risk analysis have already been discussed in some detail. The risk evaluation step follows the risk analysis step. Participation of the stakeholders is again critical in evaluating acceptability or tolerability of these risks. Guidelines established by others should only be used for demonstration purposes.
