The International Labour Organization is the United Nations (UN) specialized agency that seeks the promotion of social justice and internationally recognized human and labor rights. It was founded in 1919 at the end of the First World War, during the Peace Conference convened first in Paris and then at Versailles. Unlike tlie privateers tliat liad existed prior to the Declaration of Paris, these merchant cruisers were to be commissioned as naval vessels throughout the period of their engagement and manned by service personnel. It was this distinction from the earlier )rivately owned md crew ed vessels that permitted Britain to implement these conversions. The anomaly - for anomaly it w as - surfaced in the later Hague Peace Conference when the use of vessels of this type was finally regulated. 

In autumn 1996, Russia, Germany, and France decided to combine their efforts in a joint initiative for the peaceful management of weapons plutonium in Russia. This cooperation was announced during the P8 expert conference at Paris, October 28-31, 1996.
