The executive director is appointed by the board for a term of 5 years and is, together with a secretariat of approximately 360 staff, responsible for the day-to-day operation of the Agency. As such, the secretariat provide scientific, technical and administrative support to the Scientific Committees. The organisational structure of the secretariat is shown in Eigure 2.7.

Arguments for such a change should thus be fairly concrete and preferably quantifiable to facilitate their realisation. 

Another way of overcoming some of the difficulties that can arise with the SBU organisational structure is for R D to be outside the business tube, acting as a contractor to the business unit This can be described as insourcing as opposed to outsourcing In this case, R D retains its functional independence, contracting out its services to the business unit, paid for on an as needs basis. The work is carried out physically within R D laboratories on behalf of the business unit. This is illustrated in Figure B5. 

The final organisational structure to be considered is the matrix. Matrix organisations grew out of the need to have a compromise between the functional grouping responsible for competence and resource utilisation, and the product grouping responsible for coordination, control and goal accountability. There are three basic types of matrix organisation. 

For new managers it is a complicated world that they are entering, in which they must be flexible and able to operate in a variety of environments that are constantly changing. In order to carry the fruits of R D into the marketplace it is essential to work closely and collaboratively with all concerned. There is no point in trying to blame the organisational structure for any problems, it is up to the individuals within a group to get on with the job and resolve any difficulties as they arise using the tools described in this book. 

The foregoing has implications for (1) the problems in organic farming that require research, (2) the nature of the research that is needed, (3) the organisational structure of the required research activity and (4) the way in which such research can be funded.
