In the United States, MSDSs originated in the shipbuilding industry using a format designated as the US Department of Labor, Occupational Safety Health Administration (OSHA) Form 20. Chemical manufacturers expanded the original 2-page OSHA Form 20 in order to more adequately provide health and safety data on chemical products. Under the OSHA Hazard Communication Standard (29 Code of Federal Regulations (CFR) 1910.1200) issued in 1983, MSDS requirements are performance oriented and do not require a specific format. However, there is a nonmandatory OSHA Form 174. 

The United States Occupational Safety Health Administration (OSHA) sets PELs to protect workers against the health effects of exposure to hazardous substances. PELs are based on an 8-hour time weighted average (TWA) exposure. 

The time-weighted average concentration for a conventional 8-hour woikday and 40-hour woikweek exposure to a substance, to which it is believed that nearly all woikers may be repeatedly exposed, day after day, without adverse health effects. Occupational Safety Health Administration (OSHA) or the Safety and Environmental Management System (SEMS), rules do not require that companies submit an acmal report. Still, the management of those facilities needs internal reports to advise them on the progress that they are making.
