This Directive (amended in 2008) stimulates a more intensive utilization of organic waste, the diversion from landfill, separate collection of organic waste and treatment in a way that fulfils a high level of environmental protection. It supports the use of environmentally safe materials produced from organic waste. The Member States were requested to amend their national waste laws within 2 years of its coming into force.

The organization NORML (National Organization for Reform of Marijuana Laws) is founded by Keith Stroup. Its objective is to decriminalize the use of the drug. 

Since its founding in 1970, the National Organization to Reform Marijuana Laws has been the principal national advocate for legalizing marijuana. Today NORML serves as the umbrella group fur a national network of activists committed to ending marijuana prohibition. 

The decriminalization and legalization of marijuana are intricately woven into the medical marijuana movement. Essentially, it is a debate over the value of marijuana s medicinal properties compared with the risks posed by its use. NORML, the National Organization for the Reform of Marijuana Laws, has been in the forefront of this 30-year controversy since they first petitioned in 1972 to move marijuana to a Schedule II category. In February 2002, agents of the DEA raided a medical pot club in San Francisco. Some 630 marijuana plants were seized and four arrests were made. If convicted, the sentences can range from 40 years to life in prison. An outspoken group in favor of changing marijuana laws is the National Organization for the Reform of Marihuana Laws (NORML).

National environmental laws often reflect two global treaties, the Rotterdam Convention and the Stockholm Convention. Brief summaries follow. The Rotterdam Convention establishes a prior informed consent (PIC) procedure for importing shipments of chemicals listed in Annex 111 of the convention and provides for information exchange between participating countries. Adopted in September 1998, it entered into force February 2004 [1]. The 2001 Stockholm Convention requires parties to the treaty to take measures to eliminate or reduce the release of persistent organic pollutants (POPs) into the environment [2]. As described in this chapter, regulations on persistent, bioaccumulative, and toxic substances address POPs.
