Because a good correlation is found between mutagenicity (as detected in bacterial assays such as the Ames test) and carcinogenicity (as observed in laboratory animal tests) (6), mutagenicity detected in water extracts indicates the possibility of a carcinogenic hazard. 

The recognition that many innocuous substances become mutagenic because of activating enzymes in the body has led to an entirely different view of mutagen detection. 

Research in better mutation-detection systems and in molecular dosimetry is progressing rapidly, and it is likely that better procedures for mutagen detection and risk assessment will be forthcoming. This means that some of our recommended testing procedures cure likely to be superseded in a few years. 

In Chapter 6, we also say that a system measuring some other end point could be validated by showing that it predicts mutation. Hie data in Table 9-3 show that mutagens detected by the test systems also produce SCEs. 

Such was the Committee 17 report. As its name suggests, this was a seventeen-member scientific review body convened by the EMS Executive Council to review research in mutagen detection and in population monitoring, assess the risk implications of the data derived from these testing and monitoring systems, and recommend directions for future research and for chemical regulatory policy.
