Methamphetamine Epidemic Act

This act established new requirements for retail sales of over-the-counter products containing the List I chemicals ephedrine, pseu-doephedrine, and phenylpropanolamine. The act amends the Controlled Substance Act. These chemicals can be used to manufacture methamphetamines illegally. The act established daily and 30-day limits on the sales of Schedule I List chemicals to individuals and requires record keeping of most sales. 

The quantity of each of the chemicals that may be sold to a person in a day is limited to 3.6 g of the chemical without regard to the number of transactions. 

Nonliquids packaging is limited to blister packs containing no more than two dosage units per blister. If blister packs are not feasible, the product must be packaged in unit dose packets or pouches. 

Sellers must place the products behind the counter or in a locked cabinet where the public has no access, similar to cabinets used to store cigarettes. 

Sellers must check the identity of all purchasers. Photo ID is required and it must be state or federal government issued.

Methamphetamine Epidemic Act of 2005, which went into effect on 9 March 2006, imposes nationwide minimum requirements on the sale of ephedrine and pseudoephedrine.
