One surmises that the would-be problem solvers have failed to recognize the relevant relationships described by stories. They apparently lack the requisite knowledge for making decisions based on such recognition. Moreover, they rarely display evidence of creating problem-solving plans that use important relational information gleaned from the stories. For the most part, as students I interviewed often insisted, a number of the problems just do not make sense to them (Marshall, 1981).
