Management of functional safety is a new requirement in ANSI/ISA-84.00.01-2004-1, but it has always been considered a necessary activity by OSHA 1910.119 and ANSI/ISA-84.01-1996. The intent of this annex is to provide additional guidance on the management of functional safety. 

One option for the management of functional safety is developing and using a roles-and-responsibilities matrix. The attached roles-and-responsibilities matrix is provided for illustration purposes only. It is typically developed for each specific project. In the roles-and-responsibilities matrix, each clause or step is divided into four activities - planning, inputs, outputs, and verification. 

ANSI/ISA-84.00.01-2004-1 addresses the competency requirements for individuals involved in the safety lifecycle. Competency requirements are not addressed in ANSI/ISA-84.01-1996, because competency was already addressed in OSHA 1910.119 for all disciplines involved in process plant design, maintenance, and operation. Since the standard has an international scope, the competency requirements are presented for the benefit of those owners/operators that do not have a regulatory system in place that defines these requirements. A SLCM shall provide assistance to safety development teams in specifying the management and technical activities and in management of functional safety, including role allocation, functional safety planning, safety verification and validation, and safety assessment.
