At point A, despite full management commitment to safety performance, with low employee commitment to safety, the number of accidents remains high employees only follow procedures laid out because they feel they have to. At the other extreme, point B, when employee commitment is high, the number of accidents reduces dramatically employees feel responsible for their own safety as well as that of their colleagues. Employee commitment to safety is an attitude of mind rather than a taught discipline, and can be enhanced by training and (less effectively) incentive schemes. 

One of the six elements of Responsible Care is the Codes of Management Practice, and one of the codes is the Process Safety Code of Management Practices (34). This code emphasi2es management commitment and accountabiUty, information sharing, and community relations, but also includes 11 of the 14 specific elements of the legislated process safety management standards developed later. 

Announcement of decision to implement PTPM. A formal presentation must be made by top management introducing the concepts, goals, and benefits of PTPM. Management commitment must be made clear to all levels of the organization.

Having won commitment from the top, the next challenge is to put it to good use. As summarized in the previous section, the most effective application of management commitment involves three kinds of activities, as detailed here.
