Localized programs

The main objectives of RCRA ate to protect pubHc health and the environment and to conserve natural resources. The act requires EPA to develop and adininistet the following programs soHd waste disposal practices providing acceptable protection levels for pubHc health and the environment transportation, storage, treatment, and disposal of hazardous wastes practices that eliminate or minimize hazards to human health and the environment the use of resource conservation and recovery whenever technically and economically feasible and federal, state, and local programs to achieve these objectives. 

Corporate-wide programs and elements can generally be maintained more easily with fewer resources. However, if there are significant differences in the risks, manufacturing processes, or overall management systems (non-PSM or ESH) between divisions or facilities, local programs and elements will most likely be required. 

Federal, state, and local programs already exist that—with varying degrees of effectiveness—encourage or require the operators of chemical facilities to boost their efforts to promote safety and security and to share information that can help local governments plan for emergencies (Schierow 2006). 

The advantages of a turnkey solution are obvious minimal systems integration and local programming, proven and robust equipment with explosion-proof certilication, etc.
