Republicanism shares with liberalism a concern for individual liberty, but that liberty is rather differently conceived as non-domination rather than as non-interference (Pettit, 2001, pp 138—144 Skinner, 1998), or as having a status as an independent person not subject to the arbitrary will of anyone else (Skinner, 2003). It is not, as in liberalism, primarily a matter of being able to exercise one s individual rights and liberties without interference. One may have individual rights and liberties but not be a free, independent person if those rights and liberties may arbitrarily be taken away. Conversely, one s status as an independent person is not compromised by restrictions to one s particular rights and liberties if one has freely consented to those restrictions. Irwin Levy, the developer of Century Village, points to anti-Semitic feelings when he first tried to build Century Village Deerfield Beach. Deerfield Beach was a small, conservative Christian town that had little desire to add 15,000 liberal Jews from New York (Sanua 2007). Levy had difficulty in obtaining a building permit.
