Much of this is also changing with international lending organizations such as the World Bank and the Interamerican Development Bank requiring environmental risk assessments to be conducted as part of the development project. Many countries now have their own local risk assessment experts and are not as dependent on outside expertise as they formerly were. One thing is sure safety does save money. In summary, the pharmaceutical R D process lends itself to the efficiency gains that come from internally organizing these activities. These efficiencies are derived from the existence of the complex technological environment that surrounds the R D process. 

This region includes about 360 million inhabitants. Economic trade organizations (e.g. EEC, EFTA) lend some stability but the wide spectrum of political and social idealogy among the individual countries causes periodic problems. The OPEC crude oil price increases, international currency fluctuations, and steadily increasing inflation rates affected most of the countries. The 1980 business recession being experienced by the U.S. could well portend similar problems for these countries within the next few years. 

I recognize that monitoring mechanisms can be influenced by individual states. However, the framework of an international body as opposed to bilateral critique lends the monitoring more credibility. For more on independence of international organizations see Abbott and Snidal (1998), pp. 16-23.
