Inspections construction safety review

Process and Equipment Integrity—Among the things to be considered here are reliability engineering, materials of construction, fabrication and inspection procedures, installation procedures, preventive main-tainence, process, hardware and systems inspections and testing (prestartup safety review), maintainence procedures, alarm and instrument management, and demolition procedures. 

Before start up ensures no hazardous materials are introduced before a safety review and no operations occur before the construction product is inspected. After start up ensures start-up changes will be reviewed and accepts that actual operations are often too ill defined until this point for adequate review and many problems only appear during start-up. 

Following the review, it is the responsibihty of the project engineer/manager to follow up and ensure that aU issues raised during the design safety review are resolved and appropriate revisions are completed. Verification through a post-construction/fabrica-tion inspection should be completed prior to release of the product or system. 

Until the mid-1980s, the military safety community typically did not get significantly involved in the facility acquisition cycle until the 90% design review. Occasionally, any real safety participation was actually not until construction was underway or even as late as preoccupancy or acceptance inspections.
