Cohen (1985) maps out the ways in which patterns of control have developed in his book Visions of Social Control in which he discusses a number of Master Patterns in deviancy control. He identifies three phases of control, of which phase 3, which emerges in the mid-twentieth century , is of most concern to this study It is characterized by a number of features, notably increasing ideological attacks on the state apparatus, running alongside an actual strengthening of control systems.
