The expert is here quoting a false statement, presumably given by the inmate, one Michal Kula. Asking a toxicologist or forensic doctor about this would reveal that paralysis of one half of the face cannot be the result of hydrogen cyanide poisoning, as such poisoning has no permanent effects if it is not immediately fatal.35...

C. Treatment. Cyanogen chloride poisoning should be treated in the same way as hydrogen cyanide poisoning as regards to its cyanide-like effects. Pulmonary irritation should be treated in the same way as phosgene poisoning. 

Hydrogen cyanide is a gas easily generated by mixing acid with cyanide salts and is a common combustion by-product of burning plastics, wool, and many other natural and synthetic products. Hydrogen cyanide poisoning is an important cause of death from stmctural fires, and deliberate cyanide exposure remains an important instalment of homicide and suicide. 

Symptoms of hydrogen cyanide poisoning irritation of respiratory mycoderm, headache, heavy breathing, dizziness, ataxia, coma, death.
