ANSI/AIHA standard ZlO-2005 (ZIO) states that a documented occupational health and safety policy is the foundation for any safety management system and that the policy must include the following four elements

Clearly, that required getting a few basics in order. The first, in 1997, was the updating of the Shell General Business Principles to include specific commitments to support fundamental human rights and to contribute to sustainable development. At the same time the health, safety and environment (HSE) commitment, policy and procedure was greatly strengthened. Strict governance and clear processes were put in place to ensure adoption and compliance with these measures worldwide.

The Management of Health and Safety at Work Regulations 1999 also require all employers to undertake risk assessments with respect to health and safety at work (HSE 2001). During 2004 the West Dorset Hospitals NHS Trust received an HSE enforcement notice for failing to have a work-related stress policy or a risk assessment of work-related stressors. 

It should be noted, however, that the companies did not respond uniformly to the requirement some adopted a more pragmatic and timid stance. Partly, this variety would reflect very different compliance costs, but that would hardly be a sufficient explanation. Some even took pride in making these investments, both as a (possible) contribution to risk reductions and as a gesture to the welfare of the workers. Indeed, one company proudly presented these investments as a sign of their general generosity and positive attitude in all welfare and HSE matters. In another company, it was also su ested that a too lenient compliance policy could be taken as a lack of solidarity with their industrial fellows.
