Healthcare Enterprise

Different approaches to metrics have been described by noted authors for various parts of the chemical enterprise and examples of their applications in practice have been provided. The main focus has been on chemical processes but the breadth and interconnections chemistry has with other technology sectors (e.g., energy, electronics, healthcare, food, consumer products) means that many aspects of the book will be relevant to those related sectors as well. 

In a recent seminar, a medical expert noted that the United States has given away economic and technical dominance in industry after industry to other countries. Healthcare research is one of the few areas in which the U.S. enjoys unparalleled leadership which has enormous impact on the quality of medical care. If the healthcare industry and the academic medical enterprise falters—and this is in danger right now—I think it will be an absolute disaster for this country [40]. Many in pharmacy, medicine, and other healthcare fields would concur with the above statement. The problem is that many others in the public sector do not fully appreciate what is at stake. Pharmacists have an opportunity to help tell the story, as difficult as it sometimes is to convey.

The Medicare systems in China are as follows government-paid medical service for state functionaries and university/college students labor insurance medical service for employees of industrial, communication and other enterprises and various forms adopted on a voluntary basis for rural populations. Under the reforms of the healthcare system proposed by the Ministry of Public Health, co-payments were introduced in 10 provinces and cities for employees of state-owned institutions and enterprises to pay for part of their treatment, including drugs (IFPMA Compendium, 1994). Approval of drugs can be revoked after two years if no part of manufacture occurs in China (usually packaging).

The Commission chose to define the environment as encompassing the healthcare delivery system, health professions education, the academic health center and research enterprise, and the related social, economic, and political forces which impact these three areas. Healthcare is an extremely diverse enterprise and the causes of harm, and the associated solutions, will differ according to the process under consideration. Some factors, such as leadership, culture and attitudes to safety, are generic and important in all environments. However, the kinds of specific solutions required to ensure high reliability in, for instance, blood transfusion services, will obviously differ horn those aimed at reducing inpatient suicides. Improving safety requires some generic, cross-organizational action, coupled with some speciality and process specific activities.
