Hazard Survey Teams

Upon detecting a possible subsurface UXO, the UXO specialist will mark the spot with a pin flag or spot of spray paint. A team of two UXO specialists then will excavate the marked items when the magnetometer survey team had advanced beyond the area that would be hazardous in the event of an accidental detonation caused by the excavation team. 

As changing emergency conditions information is obtained, the AEC directs dispatch of OSC response teams. For example, if security personnel must remain in an area of unknown hazards, a team of HP Inspectors would be dispatched to survey the areas and provide protective measure guidance. 

Many companies use worker—management teams, suggestion boxes, consultant surveys, suppHer training sessions, and other methods to reduce risk of injuries (see Hazard analysis and risk assessment). The principal regulatory burden falls on wastes and discharges which leave the plant (3,53,54). 

Prior to deliberate operations in an identified radiological hazard area, the Operational Commander will direct a detailed NBC survey of the area to determine the exact hazard and the associated radiological dose rates. The survey may require radiological specialist teams not normally available in national military operational formations. If required, the Operational Commander shall request the appropriate assistance from national military authorities. Once the survey is complete, the results will be transmitted to appropriate operational commands via the NBC-5 report. 

ACE forces should avoid the TIC release hazard area as long as possible. However, if the Commander determines that ACE forces are required to operate near or within the TIC hazard area, he shall direct the conduct of an NBC Survey to determine the extent of the hazard. The ground reconnaissance team shall use protective posture as above. Additionally, the commander shall direct aerial visual reconnaissance that may provide important information on the extent of a TIC release site. 

Clinical personnel may not always recognize research hazards or special medical surveillance requirements. For designing a medical program, a team consisting of scientists, administrators, clinical personnel, and occupational hygienists should be used. Also, a survey of work being conducted in the facility should be undertaken to identify potential health hazards and effective monitoring techniques. 

A physical initial tour of the operation is conducted to methodically survey the operation from receipt of raw materiak to final delivery of the finished product to the customer s site. At each step, the team generates a list of what-iP questions regarding the hazards, potential scope of risk and overall safety of the operation. When the review team has completed the initial list of questions about what it has observed, a customized checklist is developed to stimulate additional questions that must be addressed. 

Whilst the pile was still on fire, it was suggested that the local population should be evacuated. The Chief Constable of the county had been contacted. One of the more extraordinary features of the whole incident is that there were no plans in place to cope with an evacuation, nor were there any plans to deal with any large-scale radioactive leaks, nor even was there any real idea of the potential health hazards of any leak. There were no standards laid down as to what levels of contamination of the surrounding area by different isotopes might he hazardous. In one sense, all leaks present a hazard, but some leaks are more serious than others, and the medical staff needed to know what action should be taken given a specific leak. It seems that no estimates had been made of the effects of possible contamination on the local population before the accident, and that the teams provided to survey the area in the aftermath of the leak were totally inadequate.
