Gun permits

This decision is an example of a court upholding what is called a discretionary gun permit. Gun rights advocates often argue that such laws amount to gun control for everyone except well-connected and favored persons who have an inside track with the police chief or sheriff. Accordingly, they have sometimes organized successful campaigns to remove the element of discretion from gun permit laws. 

The Indiana Supreme Court rules that the mayor of Gary, Indiana, violated the state constitution when he denied gun permits to city residents. The court cites the 1871 Civil Rights Act, which had been passed to counter the actions of Ku Klux Klan members.

Argues that gun control has been used since colonial times as a tool to subdue African Americans. Many gun laws were passed in the Reconstruction era to prevent newly freed black citizens from having access to arms. Modern laws that give police discretion about issuing gun permits can result in discrimination against minorities. 

McDowall, David, Colin Loftin, and Brian Wiersema. Easing Concealed Firearms Laws Effects on Homicide in Three Stzt s. Journal of Criminal Law and Criminology, vol. 86, Fall 1995, pp. 193-206. Studies the effects of the liberalization of concealed-carry gun permit laws in Florida, Mississippi, and Oregon. The authors point out that firearm homicides increased in four out of the five areas studied. The authors conclude that liberalized concealed-carry does not reduce gun crime and may increase it. 

Squeeze bottles, oil cans, and pressurized glue guns permit precise and speedy adhesive application. By adjusting the pressure, the rate of adhesive flow can be matched to the production rate. These devices can apply the adhesive or sealant inside a blind hole or limited-access area. The tip of the applicator can be used to deliver multiple spots of adhesive. 

The stabihty of the emulsions further permits them to be compounded in simple Hquid-blending vessels by means of agitators, eg, marine-type propellers, paddles, or turbines. The adhesives can be adapted to any type of machine appHcation, ie, from spray guns to rollers to extmder-type devices. Different appHcators are fairly specific in their viscosity requirements, as are the various substrates receiving the adhesive. 

Obturator Spindle. Part of the breechblock assembly of a gun which fires separate-loading ammo. It extends thru the breechblock and holds in position the various parts of the Obturator (qv), while permitting the breechblock independent rotation around these parts Ref OrdTechTerm (1962), 207-R... 

An electron gun (see Section 5.1.3) provides the requisite electron source for AES, and may consist of a tungsten or a LaB6 cathode, or a Field Emission source. The latter provide the brightest beams, and beam widths as narrow as lOnm permit...

In the late 19th century successive waves of immigrants flooded into U.S. cities from Italy, Ireland, Germany, and other countries. The neighborhoods in which they settled were often perceived to be crime ridden, and an increasing number of gun control measures were passed in response. Finally, in 1911, New York State enacted the Sullivan Law, which was the first state law that created a strict permit system for handgun ownership. 

Ashcroft argues that the Brady Law did not permit such use, and that it would violate the privacy rights of gun owners. Many critics, though, have seen this concern for privacy to be hypocritical when the privacy of many other people (such as library users) seems to be threatened by actions under the USA PATRIOT Act. 

Registration involves completing a form for the gun itself, in addition to holding the necessary license or permit. California, Hawaii, Kansas (in some areas), Michigan, Nevada (in some areas). New York, and Ohio (in some areas) require registration. 

June 10 In the case of Mosby v. McAteer, the Rhode Island Supreme Court rules that the state s discretionary concealed gun carry law (restricting permits to persons who have a legitimate need ) does not violate the state constitution.

The authors were unahle to find a statistically significant correlation in 58 Florida counties from 1980 to 2000 between the number of concealed carry permits issued and a reduction in violent crime.
