Soil is the central organizer of the terrestrial ecosystem. Soil constituents, be they minerals, organic matter, or microorganisms, are of prime importance in governing interactive physical, chemical, and biological processes in soil environments. 

Since the discovery of lasers it has been known that a derivation of time-dependent equations governing interaction of molecules with electromagnetic cavity modes leads to the so-called spontaneous instabilities. Thus, governmental policies should be directed to encouraging voluntary arrangements. The OECD should act as facilitator for organizing such private sector and government interaction.
