Generally resource plan development

The management water plan of the Catalan Water Agency and previous works [7, 55, 56] have been used to develop an EDSS for integrated water resources management (EDSS-41WRM). Its objective is to integrate a set of measures of the different specific plans to show that all the proposed measures are able to achieve the water quality objectives. The general scheme of this EDSS is showed in Fig. 2. 

The development of a detailed construction schedule is necessary for the coordination of the various contractors and monitoring the progress of the construction. A resource-loaded schedule for construction activities is necessary. Labor requirements must be evaluated from both availability and the density within the construction project. A general rule of thumb is to plan on one construction worker for every 200 gross square feet of building. In the case of compact process facilities, this can require spot density of one worker...
