Funding environmental research

EPA reviews federally funded environmental research only when it is for commercial purposes.

Most of the effort at China Lake was directed toward demonstrating, at the bench scale, that polymer gasoline could indeed be made noncatalytically from the olefins formed by the selective pyrolysis of municipal solid waste (MSW). Funding for the bench-scale demonstration was provided by the Industrial Environmental Research Laboratory (IERL) of the Environmental Protection Agency, beginning in 1975 (EPA-IAG-D6-0781).

There is no easy solution to such problems and they also exist in the Western European Countries as well. What the Ministries of Environment can do is to allocate greater funding for research based on monitoring data (as in Germany, for example). The environmental data have to be easier accessible for research, than they presently are (for example in Bulgaria). 

Based on the proven track record and widespread applicability of the CPE/CCP approach, EPA s Office of Research and Development/Center for Environmental Research Information decided in 1988 to fund development of an expert system to incorporate the expertise embodied in the CPE/CCP methodology. This report describes the concept, design, and implementation of this expert system. The system, POTW EXPERT, was beta-tested in September, 1989, and is currently in limited-distribution testing by EPA. 

The team was funded by the Strategic Environmental Research and Development Program (SERDP) to determine if the Nomadics Fido sensor could address this problem by detecting detonable masses of HE within piles of scrap materials. 

The chemical community responded, as a rule, rather promptly - over less than two decades - and responsibly. The chemical industry cleaned up its operation, as a rule allowing only innocuous effluents from its plants. Environmental research was funded handsomely, and drew significant numbers of chemists. Chemical education also followed suit, for instance the American Chemical Society sponsored textbooks of general chemistry for non-chemistry undergraduate majors, focused on environmental issues.24...
