The combustion is a reaction between the combustible and oxygen. Oxygen consumption is one of the indicators of the amount of generated heat The limiting oxygen concentration is a convenient material flammability index. Practice has shown that the standard LOI procedure (ASTM D 2863-76) is the most reproducible test, and most sensitive to any compositional or structural variations in the material.

EGME forms explosive mixtures with air the lower and upper limits are 2.5% and 19.8% by volume of air. It may form peroxides, which can explode. EGME increases the flammability of jet fuel. At a 0.15% concentration in jet fuel it reduces the flash point of the latter by 7°F and increases the flammability index by 11% (Affens and McLaren 1972). This property has been exploited commercially, making use of EGME as an icing inhibitor.

Exolit OP 1311 (TP) and 1312 (TP) are based on metal phosphinates. Both flame retardants are characterized by a high comparative tracking index (CTI) of 600 Volt and low compound density. Clariant claims that the Exolit OP additives have very little affect on the mechanical properties of the compound and that only small amounts are needed to achieve a flame retardant classification of UL 94 VO or a glow wire flammability index (GWFI) of 960 C. 

If the material in two process alternatives is both flammable and highly toxic, then they can be compared on both bases separately. If the assessments of the relative flammability and toxicity are in conflict, then we can only resort to a safety index.
