The first real threat was the development of resistance among flies and mosquitoes described in Chapter 9 (Brown, 1958). Rachel Carson (1962, p. 23) wrote "No one yet knows what the ultimate consequences [of DDT usage] may be." She admits that the Food and Drug Administration chemists declared as early as 1950 that it is "extremely likely the potential hazard of DDT has been underestimated." She was not the first, but definitely the most vocal, in warning against the use of this substance.
