Facility agreements arrangements

Facility Agreement means an agreement or arrangement between a State Party and the Organization relating to a specific facility subject to on-site verification pursuant to Articles IV, V and VI. 

The inspected State Party shall make any necessary preparations for the arrival of the inspectors and shall ensure their expeditious transportation from their point of entry to the storage facility. The facility agreement will specify administrative arrangements for inspectors. 

Arrangements for the commissioning phase shall be governed by the transitional facility agreement. Once the facility begins operation as a chemical weapons destruction facility, it shall be subject to systematic verification as provided for under Part IV(A)(c). 

Initial contact is usually made between the university scientist who is to conduct the desired biotechnology research (or the inventor of the product or process to be licensed) and a representative of the commercial sponsor (or licensee). In most instances, the scientist is generally an employee of the university and will not be empowered to make any commitments of facilities, personnel or patent licenses. Such arrangements are generally the province of university administrators. The financial terms of a research (or license) agreement will generally be negotiated between a university administrator (with the input of the scientist who is involved with the project) and representatives of the commercial sponsor. 

If special personnel or technology are required, the agreement should spell this out. If access to clinical facilities is an important consideration for the joint research project, these arrangements should be identified in the agreement. Failure to do this can result in inadvertent misunderstandings and delays. 

Note that this mechanism postulates that the iimer sphere water molecule is displaced by substrate during ternary complex formation, and that the substrate oxygen atom occupies the site vacated by the water molecule. This arrangement provides a facile pathway for proton donation to, or abstraction from, the substrate as demanded by the overall course of the reaction. This mechanism accommodates most, but not all, of the steady-state and transient-state kinetic information on pH effects (see, for example. Ref. 65, 67, 68, 85). Both the pre-steady-state kinetic experiments of Shore et al. [85) on the time-course of proton release during alcohol oxidation, and the transient-state kinetic experiments of Dunn (68) on the time-course of proton uptake during aldehyde reduction are in qualitative agreement with this proposal. Both studies show that proton transfer occurs in a step which is different from the oxidoreduction step. Shore et al. (85)... 

IV.47. Purchasing verification measures should provide for agreement between the supplier and the purchaser on methods used to verify that all purchasing requirements will be met. Where verification of the purchased product will be performed at the subcontractor s premises, the verification arrangements should be clearly specified in the purchasing documents. The supplier, competent authority (when necessary), or their representatives, should have access to plant facilities, items, materials and... 

The specific arrangements for the inspection team s contacts with the media or the public, if any, in relation to inspections of the facility are contained in Attachment 4 to this Agreement. 

Fuel supply or fuel manufacturing facilities leasing and full scope fuel cycle service agreements can be arranged according to the needs of individual customers.

In the operational context, arrangements shall be made to ensure that the facility operator is aware at all times of the location and quantities of nuclear materials in storage and to provide the necessary reports defined within the particular Safeguards Agreement.
