The systems and components of special importance for the safety of the facility should be provided with mechanical protection in the form of a barrier. This zone is called the inner safety zone. It is not necessary to limit the inner safety zone to one single area as is the case in Figure 7.68. The most decisive component of the inner safety zone is the mechanical barrier designed to delay or even prevent access by third parties. Within the safety zone, a facility protection center should be established which monitors and releases all alarms, reports, access control from the guardhouse, and access control to the inner safety zone. Decisions regarding facilities are a crucial part of supply chain design. We now identify components of facilities decisions that companies must analyze. 

The technical architecture includes all domain-independent design decisions, including the communication middleware that is used to enable communication between apphcation architectural components the patterns and rules that are followed in using the middleware all domain-independent libraries that may be needed to build the system and the rules for using them. Information that contains an advice or decision recommendation component should contain an explication facility that enables the user to determine how and why results and advice are obtained. 

The specific purchasing decisions include the make-buy decision for components and products, global location of sources for manufacturing and distribution facilities, and coordination with suppliers to maximize mutual benefit. 

Prolonged shutdowns of production facilities or other vital installations must be avoided as much as possible. For this it is essential to have the requisite parts and components available in sufficient quantity and quality as and when they are needed. The decision as to what parts, and in what quantities, are to be kept in stock will have to be based on recommendations from the suppliers of the relevant machinery and equipment and on the works management s own experience.
