The treaty requires that chemical attacks should be investigated, and that the victims of such attacks should be assisted (including states parties that feel threatened by activities prohibited under the treaty). It obligates all states parties to proffer assistance, establishes a voluntary fund for this purpose, and indicates procedures for the rapid provision of detection systems, protective equipment, medical antidotes, advice and other assistance. Should the Technical Secretariat uncover evidence of non-compliance, the Executive Council must first consult with the states concerned, and, if necessary, set deadlines for corrective action to be taken. Should these measures prove insufficient, the Executive Council may refer the matter to the Conference of the States Parties, which may decide to recommend a collective response. In cases of particular gravity , the Conference is required to bring the issue before the UN General Assembly and the UN Security Council. 

As soon as possible after receiving the report of the Director-General, the Conference, upon recommendation of the Executive Council, shall decide, taking into account the report and any views expressed by States Parties, whether to approve the request, and shall establish the conditions upon which approval is contingent. If any State Party objects to approval of the request and the associated conditions, consultations shall be undertaken among interested States Parties for up to 90 days to seek a mutually acceptable solution. A decision on the request and associated conditions, along with any proposed modifications thereto, shall be taken, as a matter of substance, as soon as possible after the end of the consultation period.

On 5 April 1933, one month after assuming office, President Roosevelt signed Executive Order 6101, entitled Relief of Unemployment through the Performance of Useful Public Works, appropriated 10 million to establish ECW, and appointed Robert Eechner as director. The executive order mandated the appointment of two representatives by each of the secretaries of Agriculture, Interior, Labor, and War to an ECW advisory council (the Veterans Administration, Office of Indian Affairs, and Department of Education were later participants). The advisory council discussed matters of policy and presented recommendations to the director, who was free to accept or reject them. However, on all matters pertaining to CCC policy, the ultimate authority resided with the president.
