European Council of Vinyl Manufacturers

In 1999, the European Council of Vinyl Manufacturers (ECVM) chose this process as the most robust and economical, and started to support it within the context of ECVM s recycling efforts. ECVM committed 3 million as a support to the building of a pilot plant. The pilot will be build at Solvay s Tavaux plant, located in the eastern part of Erance. If the pilot is successful, most probably a 25,000 tpa full scale plant will be build. However, it is not expected that such a full scale plant will be operational before 2005.

Members of the European Council of Vinyl Manufacturers (ECVM), who account for 98% of production in the EU, have signed charters covering the production of VCM, S-PVC and E-PVC. This covers environmental standards for limits on emissions to air and discharges to water of VCM, EDC, HC1, ethylene, dioxin-like components and copper. VCM concentration in PVC is also strictly controlled (particularly for food/medical applications) (126). 

According to the European Council of Vinyl Manufacturers, the PVC industry in Europe is hoping to achieve a recycling rate of 10 to 15% for post-consumer waste by 2010. This would require the recycling of an additional 350,000 to 600,000 tonnes of PVC. Process performance and commercial status. The Akzo process was investigated on a pilot scale (30 kg/h) with PVC cable and pipe scrap. Some tests with mixed PVC waste were carried out on a larger scale (300 kg/h) with the support of the European Council of Vinyl Manufacturers, giving promising results. At the moment the project is on hold, even though there is a plan to realize an industrial-scale plant, with a capacity of about 50000 t/yr. On the other hand, Akzo Nobel has stopped all activities on HCl recycling from PVC [50]. The process is still at pilot-scale status, so that large uncertainty exists about its technical, enviromnental and economic performance. 

The European Council of Vinyl Manufacturers (ECVM) reports that the PVC industry has developed three methods of recycling PVC at the end of its lifecycle.
