The National Environmental Policy Act (NEPA), passed by Congress on December 24, 1969, and signed into law by President Nixon on January 1,1970, mandated the creation of the U.S. Environmental Protection Agency and the Council on Environmental Quality. Congressional environmental protection legislation subsequent to NEPA included the Clean Air Act (1970), the Resource Recovery Act (1970), the Water Pollution Control Act (1972), the Federal Insecticide, Fungicide, and Rodenticide Act Amendments (1972), and others. [Pg.158]

In 1990, with the passage of the National Pollution Prevention Act (PPA), the U.S. Environmental Protection Agency (USEPA) decided to make pollution prevention or P2 a top priority. In the United States, P2 includes source reduction and other practices that reduce or eliminate the creation of pollutants through increased efficiency and conservation of natural resources. The Toxic Substances Control Act (TSCA)i called for the creation of a massive list of all the chemicals in commerce in the United States. The list is the TSCA Inventory, or more simply, the Inventory. To compile the Inventory, the United States Environmental Protection Agency (EPA) issued an Inventory Reporting Rule in 1977 requiring companies to report all the chemicals they had manufactured or imported in the previous three years, and the result was inclusion of approximately sixty-two thousand chemicals on the Inventory.
